The project team is made up of experts at Milieu Ltd and Tamarack Ltd, with Ben Cave as the overall Team Leader for the project’s intellectual work. A Scientific Advisory Board provides expert input and review of the team’s work.

Milieu Ltd, based in Brussels, provides overall project management. Milieu undertakes studies and expertise for the European institutions and other public sector clients. In previous and ongoing work, for example, Milieu has supported the European Commission (DG Sanco) on policy evaluation and has prepared studies on health issues for the European Parliament (Committee on Environment, Public Health and Food Safety).

Tony Zamparutti and Jennifer McGuinn at Milieu are providing overall project management and have led the first work package, the preparation of regional case studies. Guillermo Hernandez has provided research and analysis.

Tamarack Ltd brings extensive knowledge of health and regional policy and provides consulting services for non-governmental, philanthropic and institutional clients including the European institutions. Tamarack has provided expertise for the European Commission (DG Sanco, DG Research, DG Information Society and DG Employment), including event management services.

Tamsin Rose at Tamarack leads the third work package, on capacity building and dissemination and Simon Pascoe will share his extensive experience in Structural Funds planning and management. Tina Blain is supporting their work.

The Project’s Team Leader is Ben Cave of Ben Cave Associates Ltd. Ben is an expert in Health Impact Assessment and has extensive public policy experience. He was the co-chair of the health section for the International Association for Impact Assessment and has worked in the EU, the United States and further afield.

Ben leads the second work package, developing the toolkit or guide for health and regional policy, and he provides overall intellectual leadership for the project. Liza Cragg and Ryngan Pyper of BCA have undertaken further research and analysis.

Scientific Advisory Board

A Scientific Advisory Board of distinguished academic experts from across Europe supports the project team. The members of the Advisory Board are:
